Who is responsible for industrial/non-household packaging?
- A company established in Luxembourg that directly or indirectly packages industrial products for placement on the Luxembourg market.
- A company established in Luxembourg that imports, directly or indirectly, products with industrial packaging.
What is industrial packaging?
- Tertiary Packaging e.g., pallets, stretch films, transport packaging
- Secondary Packaging (except multi-packs for household products and parcels for households) e.g., cardboard boxes, cartons, canisters
- Primary Packaging for products designed exclusively for professional use e.g., metal barrels, packaging for electric motors, cement bags >10 kg, sauce packaging >10 kg, IBCs
When is the first declaration due?
The first declaration can be made between early January and the end of February 2025. It will be based on all industrial packaging placed on the Luxembourg market in 2024.
Recycling incentive
To increase the recycling rate in Luxembourg, a recycling incentive for proper sorting will be given to companies that unpack industrial packaging and have it collected by an authorised Valorlux collector.
What data is required?
- Mass of industrial packaging used in finished products (e.g., by the product sheet).
- Mass of industrial packaging unpacked (or disposed of) from raw materials or other purchased products. This data is usually provided by sanitation companies that handle waste packaging in your premises.
The declaration is made by mass quantity per material, which includes the following:
- Paper/Cardboard
- Plastic
- Wood
- Metal
What should I do?
- Keep the necessary data (mass of finished product packaging and mass of your dumpsters) to make the first declaration to Valorlux.
- Establish (if you are not yet a member) or update the contract with Valorlux to comply with the extended producer responsibility for industrial packaging.
